The GCF certification process is based on technical requirements as specified within dedicated test specifications provided by the 3GPP, OMA, IMTC, the GSM Association and others. GCF's guiding maxim is "test once, use anywhere.
1. GCF requirements on GSM/WCDMA terminals
When carry out GSM/WCDMA terminal certification testing,terminal vendors should clearly all kinds of functions and characteristics that terminal supported, and authorized lab will make a conformance testing plan on the conformance between terminal and relevant test standards in accordance with test standards of GCF DCC and 3GPP.
GCF bands includes: GSM900 band, 1800 band, WCDMA FDD I and FDDVIII.
GSM/WCDMA terminal certification test in GCF mainly includes:
(1) Conformance Testing: Lab conformance test system judges test result in accordance with 3GPP standard requirements.
(2) Field Trail: Field trail is an indispensable part of GCF, it will ensure terminal equipments to be safety used in actual network environment, and verify the functions of network interoperability and new network services from the end-user perspective.
(3) Application Enabler: Currently application enabler on GCF includes MMS, Video Telephony, etc.

3.GSM/WCDMA terminal certification process
When carry out GSM/WCDMA terminal GCF terminal certification testing,terminal vendors should provide relevant documents for GCF review in accordance with regulated procedure.
Firstly, terminal vendors should have self-affirmed and corresponding evidences to proof that the company is a legal entity and has a set of qualified quality control procedures in the design, development & research and production of GSM / WCDMA terminals. The evidence of quality control procedures generally is certifications authorized by third-party certification organizations, e.g. ISO 9000, etc.
Secondly, terminal vendors should provide a declaration to reflect conformance status between GSM / WCDMA terminal product and related GCF certification standards by self-evaluation. This self-evaluation report could be based on testing that terminal vendors' test equipments have done, and could be based on conformance testing that third-party testing laboratory, with the corresponding qualification, have done.
ThroughGSM/WCDMA terminal GCF certification processes,all of documents must be placed in a secure folder to facilitate traceability and provide evidences. After received above documents, GCF secretariat will review all documents and certification processes, then the review has passed, GCF will publish certified product name, terminal vendor name and terminal related information (e.g. hardware and software version, function, etc.)
